2016年国家科技部以满足国家战略需求为目标,以国内外市场需求为导向,在十三五国家重点研发计划“先进轨道交通”重点专项中率先启动了“时速400公里及以上高速客运装备关键技术”项目。本项目以“跨国互联互通”、“变轨距走行系”和“智能化主动安全与运维保障”为特征,全面体现我国在高速铁路装备技术和产业创新能力方面的综合实力与领先优势。基于项目形成的技术和产品平台,可对“一带一路”倡议、高端装备“走出去”和“交通强国”建设提供直接的技术、装备支撑。2020年10月21日上午,国家重点研发计划“先进轨道交通”重点专项——400 km/h跨国互联互通高速动车组在中车长春轨道客车股份有限公司(简称中车长客)下线。列车设计运营速度400 km/h,并且能够在不同气候条件(-50~50℃)、不同轨距(1435/1520 mm)、不同供电制式标准(AC25kV/DC3kV)的国际铁路间运行,具有节能环保、主动安全、智能维护等特点,是新时代我国高速铁路装备具有里程碑意义的重大创新成果。

列车相较于历史车型更智能,智能行车——自动驾驶+节能驾驶,智能运维——在途状态检测、预警、预测,实现列车状态显示、故障预警、故障诊断、故障分析、健康评估等功能。智能服务——卫星通信技术和3G/4G通信,实现400 km/h无线上网、电视直播、应急通信等。更节能,整车减重4.67%,阻力降低6.6%,牵引效率提升2%,单位人公里节能10%。更舒适,350 km/h车内噪声比既有车降低2dB(A),主动降噪头部区域降低2dB(A),减振器主动控制技术(平稳性提升10%),在标准动车组CW350转向架的基础上,研发了CW360 1520 mm宽轨360 km/h高速转向架和CW370时速400 km/h可变轨距转向架。同时,该车在研制过程中也对时速400公里下运行的车体结构、动力、空气动力学等多方面进行了充分的研究、设计与仿真,并在静态下进行了一系列试验,为后续CR400BF-J综合检测列车及CR450的研制奠定基础。

2018年12月,该车头型首次亮相,2024年01月,该车完成相关试验后,更换为普通转向架并更换为普通涂装,车号更改为CR400BF-G-0051并于2024年02月投入运营。该车除车内外的显示屏等设施及部分内饰样式与CR400BF智能系列相同外,坐席规格和布局与普通CR400基本一致。
